VOTAG is a brand or identifier seen on a poster in DS#01, along with the phrase "a vaccination for freedom".
Given the pervasive RFID tags in various applications throughout Heavenside society, VOTAG is probably an RFID-based system for voter authentication. It would be an embedded or injected tag (hence a "vaccination"), as opposed to an external, removable tag. Embedding the tag surgically makes it more difficult to remove or alter, at least according to propaganda. RFID hackers would know otherwise.
Other Uses
In military parlance, VOTAG stands for Verbal Orders of The Adjutant General
