Some thoughts:

-Doktor Sleepless seems to have created a social structure that exists in parallel to that of normal society (e.g. grinders, shriekygirls, etc.) that he can either use to replace society or destroy it (I suspect the latter).

-As he has done with social structures, he has also done with technology (Clatter).

-Where he does not have a replacement for a particular component, he seems intent on destroying it (as mentioned at the end of issue #6, re the contract security).
