Current residence of Doktor Sleepless and, assumedly, his Nurse. It is also where the Doktor broadcasts his late night rantings.

Scartop is also the former residence of John Reinhardt. He inherited it from his parents when they died under mysterious circumstances.

The address of the manor is #1 Scartop Mountain, and it seems to sit alone overlooking Heavenside. Might it be that it is positioned between Heavenside and the (allegedly) defunct Hellside, perhaps implying some sort of 'purgatory'?
