Police Commissioner Preston Stoker is in charge of the Heavenside Police Department.

Stoker and John Reinhardt got drunk together and talked a few weeks before Reinhardt left Heavenside, and the knowledge that was shared with Stoker by Reinhardt was enough to scare him into unlawfully imprisoning who he thought was Reinhardt in the St. Thomas Institutein cell 23.
