The concept of a pirate utopia refers to autonomous mini-societies existing beyond the reach of governments. They have a historical basis in places like the Caribbean, Pacific archipelago provinces like Sulu, and Madagascar, which were convenient points for rest and resupply for pirates and privateers preying on nearby shipping lines. The closest of these places to utopian ideals was Libertatia, a commune of pirate settlers on Madagascar.

Modern counterparts can be seen in the concept of offshore data havens.
