H-Plates

H-Plates are large, official-looking, rectangular plates with rounded corners which seem to be quite common in Heavenside. They feature black text on a white background, with a capital H taking up approximately three-quarters of the sign. Black and white colors are associated with regulatory signs. The rectangular shape stands as a warning or a guide. A guide sign may represent a specific service, general service, recreation, or emergency management. Above the H are six numbers, separated into three groups with dashes.

Their purpose is unknown to most people, although Doktor Sleepless claims they are not, as some people think, for the fire department, water company, or police.
H-Plates numbers correspond to declination and a transponder frequency, a location that sounds off over radio. Every H-Plate carries a different code, which allows Doktor Sleepless access via the "important junk in [his] head." Neither Preston Stoker nor Mayor Mingozzi are cleared to access them.
They are the gateway to the Apocalypse Bunker hidden beneath Heavenside that none of the local or State Government know about. They are distributed throughout the city to allow soldiers to "reach the surface at multiple locations and always get back to the egresses quickly" (issue#6).
They also exist in the real world.
